Contour with a dark shadow:
Define your eyebrows with a black shadow,
add some red shadow on top and your lower lashline:

Add fake lashes (optional):
Line your lips with a black lip liner:
Add a red lipstick at the center of your lips and blend it:
You're done!
You can put blue contact lens and fake blood for more effect..
